Joseph K. Phillips (born August 7, 1959) is an American musical director, composer and songwriter for the Barney franchise.

Joseph Phillips is the owner and Operator of Joe Phillips Productions. It was founded in 1996 in Dallas, Texas from 1996-Present. Joe was also a composer/ instructor at Full Sail University (a private college in Orlando, Florida). Joe's music composition for the Barney franchise was formely done at Soundelux Florida, Inc.
